When you connect the drive to your xbox 360, start the system, bring up the "Guide" and goto the Settings blade. Then goto System Settings and select Memory, go down to the HDD option and press Y, select format to return the HDD to it's factory format, which should leave you with a HDD clean of all files, and about 13 gig free. The "missing" room is actually taken up by the partitioner and file stucture.

I was under the impression that I was purchasing a refurbished XBOX 360 20GB Harddrive with 20GB. I was wrong, it was delivered in good looking condition with only 9GB and I can't use any of features that it detailed before I purchased the harddrive.
